Trai’s guidelines are aimed at ensuring that companies don’t congest the available bandwidth with too many users, thus causing low Internet speed. As per international practices, there are 50 home users and 20 business users on an average for one unit of bandwidth. The telecom regulator also directed the service providers to ensure availability of the minimum required bandwidth in their network as specified on the basis of number of subscribers.

In addition, Trai said that all service providers must provide detailed information to subscribers regarding Internet and broadband services being offered to them. Trai has said that the service providers will have to publish contention ratio — number of users per unit of bandwidth — for different Internet and broadband services quarterly on their website.

Faced with increased complaints of poor quality broadband, Trai had initiated a consultation paper in January to strengthen the existing regulations on broadband quality . The Internet service providers association of India (ISPAI), the body representing all stand-alone ISPs, had said that fixing a contention ratio at this juncture would put stand-alone ISPs at a disadvantage as it would increase the cost of delivery. The association has urged Trai to put off the proposal for 2-3 years. As per 2006 regulations, service providers are expected to monitor their network and take corrective actions before the quality of service is impacted.
